Establishment of ‘ENERGY CLUB’


    An Energy Club in collaboration with Himachal Pradesh State Electricity Board (HPSEB) has been created in RKMV Girls College Shimla on 19th November 2019. The Club has been started with the intent of taking help of the student ambassadors to spread awareness regarding the various schemes of HPSEB and how to utilize their services prudently. RKMV is the only college in the Shimla Division to be chosen for this honor.

    HPSEB Ltd. in its endeavor to increase its outreach to its consumer has been entrusted with the work of starting Public Interaction Programmes. These includes activities like formation of Energy clubs in school and colleges, Print Media, UrjaMela, Jan Sampark, Gram Sabha meetings in which important information regarding complaint mechanism, standard of performances, consumer rights, energy conservation, and safety procedures including any other important information related to the consumers of the HPSEB Ltd can be publicized effectively.

    Through their Energy clubs HPSEB,in collaboration with partner school/college,shall mainly focus on three concepts.

  • 1. Energy saving: - In this concept the energy saving concept shall be publicized. On the one hand where energy savings decreases energy bills amount of the consumers because of slab rates tariff of HPSEB Ltd., on the other hand HPSEB ltd gets more power to the all distribution areas of the State especially in peak load hours. Surplus power can be sold out in the power market, sometimes on higher rate depending upon the power market rates.
  • 2. Load disclosure: - It has been found that over loading in transformers and conductors are also an important reason of power failure in most of the areas. Transformers of specified capacity are being installed depending upon the load intimated at the time of releasing of load. There is much difference between actual load and load mentioned in test reports by consumers and people are not aware about this fact that due to non-disclosure of actual load, interruption in power electricity supply is takes place on the system designed based on the load intimated by the consumers. A special awareness campaign is required to be launched in this regard so that consumers can show their actual load accordingly and so HPSEB Ltd. can augment /upgrade the distribution network to supply un-interpreted power supply.
  • 3. Peak Load hours: - In domestic consumption morning 6.00 AM to 10.00 AM and evening 6.00PM to 11.00PM are considered peak load hours.During these hours the load increases. The consumers need to be made aware about the concept that extra load or unwanted load will increase the power failure rate due to overload problems. They also need to be sensitized towards judicious use of power equipment’s during these hours. They can use iron for ironing, chakkis, washing machine activities etc, in between 10 PM to 6 AM for better voltage profile, safety of the equipment and energy saving.
  • In addition to this, important information regarding complaint mechanism, standard of performances, consumer rights and duties, safety procedures, security measures, on line payment system, earthling, tariff along with subsidy, any directions from the HPERC and many other important concepts related to consumers can also be publicized.


Guidelines for the club


This programme is being organized by HPSEB Ltd. The Energy Clubs are to be established in selected schools, colleges or any educational institute for the year of 2019-20. One energy club will be established under the jurisdiction of one Electrical Division of HPSEBL with the consultation of Joint Director (PR) HPSEB Ltd.

  • Each club can have 20-25 children/members with interest in energy related activities.
  • The Energy club will be supervised by a teacher in-charge to be selected out of Teachers/Lecturers with interest in promotion of these types of activities.
  • After establishing the Energy Club under Electrical Division, information is required to be sent on the enclosed Performa to the Joint Director (PR) Nodal Officer Public Relation office HPSEBL, Vidyut Bhawan Shimla-171004.


Objective


    To create awareness about power consumer related information like consumer rights complaint mechanism, standard of performances, energy conservation, safety procedures and any other electricity information related subject under the direction of HPERC.

  • Plan
  • Awareness programme, awareness talk, functions, quiz, seminars, Rallies, urja melas, declamation contests, competitions and any other awareness activity may be organized under the plan. In addition to this, a survey plan programme may be conducted by energy club in a particular village or group of houses not less than twenty houses for the purpose and activities may be executed accordingly. Project report will be submitted to the office of the Joint Director (PR) HPSEB Ltd. in shape of project work showing achievement and progress of the programme.

  • Financial Expenditure Plan
    • 1. The financial expenditure will be made by the Head of College by following all codal formalities in respect accordingly.
      2. An amount of Rs.24,528/-(Rs twenty four thousands five hundred twenty eight) will be given to each schools, colleges and ITI’s directly for the purpose.
      3. Financial expenditure will be allowed strictly on activities given above for functions, rewards, stationery, publicity material, photos alongwith minor refreshment to the participants only. A UC will be obtained from HPSEB.
  • Report:
    • The programme co-coordinator will submit Project report, main high lights of the energy club programme, utilization certificate of whole of the amount from the school alongwith press coverage if any to Joint Director (P R) HPSEB Ltd Shimla-171004 on or before 31st March 2020.
  • The First Meeting of the Energy Club
  • The very first meeting of the club took place in RKMV on 19th November where Mr. Anurag Parashar, Joint Director HPSEB and the ExN Shimla zone Mr.Tanuj Gupta sensitized the entire staff on the purpose of creating the Energy Club in the college in the presence of the Principal RKMV Dr. Navendu Sharma. The officials answered the various quarries raised by the Staff to their satisfaction and also shared the toll-free number 1912 for all kinds of complaints and queries. A road map for the future activities was also discussed. The event was widely covered in the print media.
