HOSTEL ADMISSION

The college provides accommodation to 110 students in The Tribal Hostel and 90 students in The Sainik Hostel. The admission is strictly on merit basis, subject to the prescribed reservation/weightage. The vacant seats are allotted to new students every year and preference is given to First year students.

HOSTEL - RULES & REGULATIONS

  • 1. Admission, Allotment and Cancellation
    • ⮚ Admission Process: All admissions to the hostel are subject to approval by the hostel administration on merit basis. Proper documentation and identification must be provided.
    • ⮚ Room Allotment:
    • ⦁ Rooms are allotted on lots and shared basis
    • ⦁ Rooms cannot be changed without the warden’s permission.
    • ⮚ Cancellation Process:
    • ⦁ Any student who wishes to get her admission cancelled must apply in written to the Warden with her application countersigned by her guardian/parents.
    • ⦁ Boarders failing in final examinations will not be admitted again in the hostel.
  • 2. Attendance and Roll Call
    • ⮚ Mandatory Roll Call: All boarders will report for the routine Roll -Call every day at 5.00 p.m. and any student found absent without the prior permission of the warden will have to pay a fine of Rs. 10/-per day. Disciplinary action will be taken against the defaulter.
    • ⮚ Attendance Sheets: Attendance will be recorded and monitored regularly. The names of the residents absenting themselves without permission for consecutive 10 working days or more may be struck off the rolls and possession of their rooms taken by the Warden / Hostel Management Committee
    • ⮚ Hostel stay: : Hostel stay for all teaching days is mandatory for each student
  • 3. Timings
    • ⮚ Timing: The gates of the girl’s hostel will close at 5:00 PM and reopen at 6:00 AM. No resident is allowed to enter or leave the hostel during these hours without prior permission.
    • ⮚ Late Night Permissions: No late night is allowed beyond 7.00 pm. This is very important, for reasons of safety. Night out is allowed on weekends and holidays only with prior permission from the warden and requisition filled by the student in the leave book.
  • 4. Visitors
    • ⮚ Visitor Timings: Visitors are allowed only during designated hours (4:00 PM to 7:00 PM) and must register at the security desk.
    • ⮚ Male Visitors: : Male visitors, including family members, are not allowed beyond the visiting area
  • 5. Leave and Outings
    • ⮚ Leave Application: AResidents must submit a leave application and obtain approval from the warden before leaving the hostel for more than 24 hours.
    • ⮚ Emergency Leave: In case of emergencies, residents must inform the warden as soon as possible.
    • ⮚ Strict action will be taken against the students leaving earlier or coming late after vacations.
    • Continuous absence of more than ten working days by any students without permission , she will be asked to vacate hostel immediately.
  • 6. Discipline and Conduct
    • ⮚ Code of Conduct: Residents are expected to maintain discipline and decorum within the hostel premises.

    • ⮚ Respect for Staff and Peers: Residents must show respect to hostel staff and fellow residents.
    • ⮚ A student may be fined or expelled from the hostel by the Warden/ Hostel Management Committee for the following reasons: -
    • ⦁ Misbehavior of any kind, which will include disrespectful conduct towards the Warden or other teacher, employees or the hostel and other residents;
    • ⦁ Teasing or otherwise harassing other students and / or the use of violence;
    • ⦁ Stealing or pilfering Hostel property or the property of other students;
    • ⦁ Writing on walls, sticking of posters distribution of unauthorized handbills or notices;
    • ⦁Making noise and/ or creating other disturbance including the use of transistor, radio etc. In a manner likely to disturb other boarders;
    • ⦁ Convening, organizing, attending unauthorized meeting within the hostel premises;
    • ⦁ Breach of any of the hostel rules.
  • 7. Dress Code
    • ⮚ Appropriate Attire: Residents must dress-up appropriately at all times within the hostel premises.
  • 8. Health and Safety
    • ⮚ Medical Emergencies: All medical emergencies must be reported immediately to the warden.
    • ⮚ Cleanliness and fine:
    • ⦁ Residents are responsible for maintaining cleanliness in their rooms and common areas, dispose of trash properly in designated areas.
    • ⦁ Leaving personal items in common area and dirtying common spaces (kitchen, bathrooms) will be finedRs. 10/- per day.
    • ⦁ Clothes will be washed at reasonable rates by the washer man. Dues should be paid by the 10th of every month, failing which a fine of Rs. 5/- per day will be charged, except during vacations.
  • 9. Prohibited Items and Activities
    • ⮚ Alcohol, Smoking and Drugs: Consumption or possession of alcohol, drugs or any illegal substances and Smoking are strictly prohibited in the hostel.
    • ⮚ The students will be responsible for their belongings
  • 10. Utilities and Facilities
    • ⮚ Use of Appliances: The use of electrical appliances like heaters, irons, and kettles are allowed only in designated areas.
    • ⮚ Energy Conservation and water utilization: Residents must switch off lights, fans, and other electrical appliances when not in use and use water judiciously.
    • ⮚ Internet usage: Internet facilities are for educational purposes and avoid excessive use of band width for non-academic activities .
      Timing 10 pm to 6 am is strictly prohibited for internet usage.
  • 11. Quiet Hours
    • ⮚ Study Hours: Quiet hours are from 9:00 PM to 6:00 AM to ensure an environment conducive to study and rest.
    • ⮚ Noise Levels: Residents must keep noise levels to a minimum during quiet hours.
  • 12. Activities:
    • ⮚ Participation in hostel as well as in college Programs (at least two activities each) and attending meetings is mandatory.
  • 13. Meals and Dining
    • ⮚ Timings: Specific timings are allocated for breakfast, lunch, and dinner. These times are usually fixed and communicated to all residents.
    • Meals Timings
      Breakfast 7:30 a.m. to 8:45 a.m.
      Lunch 12:00 noon to 1:30 p.m.
      Tea 4:00 p.m. to 5:30 p.m.
      Dinner 7:30 p.m. to 8:45 p.m.
    • The above timings may vary depending on celebrations in the hostel.
    • ⮚ Food Wastage: Avoid wasting of food and bringing outsider food in dining area is not allowed.
    • ⮚ Menu Changes/Special Dietary Needs: The mess menu is typically pre-determined, any suggestions and complaints/special dietary requirements should be directed to mess committee or warden.
    • ⮚ Utensils and misuse of equipment: Residents must not misuse mess equipments and all used utensils should be returned to designated area.
  • 14. Mess Charges:
    • ⮚ Minimum mess charges of 24 days have to be paid by each student in any case.
    • ⮚ January, May and June the hostel shall remain closed.
    • ⮚ In the months of February and July the payment shall be according to the calendar.
  • 15. Compliance
    • ⮚ Rules violation: Violation of hostel rules can lead to disciplinary action including warnings fines, expulsions from the hostel.
    • ⮚ Grievance Redressal: Students must submit grievance issues related to safety, harassment, accommodation, food facilities or inter personal conflicts in writing to designated grievance committee or hostel warden.
    • ⮚ Hostel Inspection: Warden, Principal/members of Hostel committee have a right to enter any hostel room whenever necessary even in absence of resident’s room.
  • 16. Safety and Security
    • ⮚ ID Cards: Students must carry and present their ID cards when asked by hostel authorities.
    • ⮚ Emergency contacts: Emergency contact numbers of Local Police, Fire office, Cyber safety, Medical facilities, and other Helplines are easily accessible for students.
  • 17. Responsibilities of the Residents:
    • ⦁ Living in the hostels pre-supposes a high degree of integrity and consciousness as a member of the community. It entails a moral responsibility on the part of the resident to:
    • ⦁ Make every effort for peaceful co-existence and maintaining the ultimate decorum;
    • ⦁ To observe all hostel rules meticulously and in spirit.
    • ⦁ All violations of rules and directions will be subject to strict disciplinary action in extreme cases, may lead to expulsion.
    • ⦁ Any notification can be issued by the Warden/Principal from time to time for all the residents.
Eligibility Conditions
  • ⦁ Only those students will be considered for admission to the hostel who have deposited their college fee/ funds.
  • ⦁ The distance between their permanent residence and R.K.M.V. Shimla must be more than 50 k.m.s. A certificate to this effect is compulsory.
  • ⦁ All the seats in the Tribal Hostel are reserved for tribal students. In case seats remain vacant after due date, they will be allotted to the students of other categories.
  • ⦁ Students from the general category are admitted in the Sainik Hostel. As per rules the of H.P. Govt., seats are reserved for SC, OBC, IRDP, Physically Handicapped candidates, wards of Army Personnel, Ex-servicemen, outstanding sportspersons, students who have excelled in cultural activities and also for foreign students.
  • ⦁ Only those students who seek admission to the college before the expiry of the admission date (without late fee) are eligible to take admission in the hostels.
Procedure for Hostel Admission
  • ⦁ All the students seeking admission to the hostel are required to submit the Hostel Admission Form online as per schedule notified by the college authority.
  • ⦁ Forms submitted are scrutinised by the Hostel Management Committee and merit wise list of the students is prepared and displayed on the notice board/website.
  • ⦁ At the beginning of the session, all the vacant seats in the hostel are allotted to the students on the basis of their respective category.
  • ⦁ In case any seat falls vacant, it is allotted to the next student in the merit list.
  • ⦁ The students who seek admission to the hostels are required to compulsorily participate in college activities like sports, cultural activities, NSS/NCC etc.
  • ⦁ If any seat falls vacant during the session, it is filled strictly in accordance with the merit list prepared at the beginning of the session.
Documents/ Certificates required for Admission

The following certificates issued by the competent authority are required for admission in the hostels:

  • ⦁ A medical fitness certificate issued by a medical officer from a govt. hospital is mandatory.
  • ⦁ SC/ST certificate issued by a first class magistrate.
  • ⦁ Handicapped certificate issued by the C.M.O.
  • ⦁ District/State/National Level participation in sports certificate issued by the respective authority.
  • ⦁ War widows and daughters of military personnel killed in action should bring Free Education Entitlement Card from the Ministry of Defense, and daughters of other military personnel /ex- servicemen should bring Free Education Entitlement Card from a competent Military Authority.
  • ⦁ An undertaking is to be given by the parent that his/her ward does not suffer from any physical or mental illness and if she develops any physical or mental illness or abnormality of behaviour during her stay in the college hostel, which may cause hindrance in the daily routine of co-boarders, the college authorities reserve the right to cancel her room allotment in the hostel.
  • ⦁ An undertaking is to be given by the parent that his/her ward will not indulge in any act that comes in the category of ragging.
  • ⦁ Residence proof, signed by the competent authority, specifying distance from R.K.M.V. , Shimla.
  • ⦁ Information regarding Local Guardian must be provided on a separate form along with a passport size photograph of the guardian, his/her specimen signature duly verified by the parent.

1. Room rent per seat Rs.30
2. Common room fund & medical fund Rs. 50
3. Attendant fee Rs.50
4. Clerical assistance Rs.10
5. Safai Karamchari charges Rs. 50
6. Water charges Rs.100
7. Electricity charges Rs.250
8. Telephone charges Rs. 10
9. Garbage collection charges Rs.10

Note: The hostel fee and funds may be increased on the recommendations of the Govt./Hostel Committee. Usage charges, accruing in excess of the charges already paid, will be charged proportionately from the student.

Fines and Penalties
  • ⦁ In case a student does not deposit her dues on the dates notified, her name will be struck off from the College rolls at the end of the month.
  • ⦁ The name of a student will also be struck off from the college rolls if she remains absent without sanctioned leave continuously for 10 days or more.
  • ⦁ The student must be accompanied by her parent or guardian at the time of re-admission.
  • ⦁ Once the name is struck off, the student must seek re-admission within seven days.
  • ⦁ Every student will have to procure no-dues certificate from College/Library/Concerned Science Department/NSS /Sports/ College Canteen/Fee Clerk etc. if she wants to leave the College.
  • ⦁ The library security deposited at the time of first admission will lapse if a student does not apply for refund within one year of leaving the college.
LEAVE RULES FOR STUDENTS
  • ⦁ A student can proceed on leave with the prior permission of the Dean of the Faculty concerned obtained on the application form (available in the college office), but it must be signed by her parent or guardian.
  • ⦁ Once leave is sanctioned a student is required to inform the teacher concerned
  • ⦁ Dean of the Faculty concerned can sanction leave up to 10 days while leave for more than 10 days will be sanctioned by the Principal.
  • ⦁ Leave on account of illness of more than 10 days must be accompanied by a Medical Certificate/ Registration slip.
  • ⦁ A student may proceed on any kind of leave but she must deposit her fees/fines on the appointed day and date, otherwise her admission will stand cancelled. Similarly, she is also required to return the books borrowed from the library on the due date.
  • ⦁ Students, who represent the college in various inter-college games or other competitions will have to get their leave sanctioned from the Dean and noted by the subject teachers concerned before their departure for the event.
  • ⦁ No leave will be granted during Mid Term examinations.
  • ⦁ Leave application, duly sanctioned, must be dropped in the leave box installed in the college premises.
