The hostel is "A Home Away From Home" for students. This college has two hostels. To ensure the safety and security of the girl students both the hostels are well within the campus of the college. The hostels are at walking distance from the bus stand and on National Highway so very accessible. The hostels are with all amenities like spacious, sunny and well furnished rooms and are also equipped with all modern facilities like Wi-Fi, Computers, CCTV cameras, LCDs etc. The hostels provide a safe and comfortable environment with zero tolerance for ragging.

Sainik Hostel :

The Sainik Hostel is for the students other than Tribal students. The foundation stone of the building was laid by the then Governor of Himachal Pradesh(1971-77) Sh. S. Chakravarti on 26th January , 1972. After the construction of the building hostel was inaugurated by the then Revenue Minister Sh. Des Raj on 2nd October , 1977.When SDB college was declared as college for girls only, the hostel was also handed over to Government of Himachal Pradesh. The building of Sainik Hostel was property of Sainik Welfare Department Himachal Pradesh. The college paid rent to the Sainik Welfare Department annually for years, in 2015-16 due to the tireless efforts of the college and State government this building was handed over to the college. One additional storey of eight rooms was added to the hostel building in the year 2017-18 incurring the expenditure of Rupees 11,13,909 (Rashtriya Uchchatar Shiksha Abhiyan fund.)

Hostel Building :

The Hostel Building has four floors. This hostel has capacity to accommodate 72 students. One room is allotted to three students. All rooms are well-furnished with three inbuilt cupboards,three study tables and three chairs and three beds with mattresses. The building has

Indira Gandhi Tribal Hostel :

The Indira Gandhi Tribal Hostel houses 90 tribal students coming from all parts of the State . This Hostel was established by the Ministry of Tribal Affairs, Government of India .The hostel was constructed under the Centre Sponsored Scheme of hostel for scheduled tribes. The foundation stone for the hostel was laid on 22 July 2003 by the then Chief Minister of Himachal Pradesh Shri Virbhadra Singh. The building was also inaugurated by Shri Virbhadra Singh, along with Smt Asha Kumari, Education Minister of Himachal Pradesh on 19 November 2006.

Hostel Building :

The hostel building has a three storey building. This hostel has capacity to accommodate 90 students. One room is allotted to three students. Every room has one balcony. All rooms are well furnished with three inbuilt cupboards, one large mirror, three study tables and three chairs, three beds and three mattresses. The building has :

The Hostel is managed by the Hostel Committee which is constituted by the Staff Council of the College and executed by the Warden in consultation with the college Principal .The Hostel Committee comprises the College Principal, Warden and Faculty members nominated by the Staff Council.

HOSTEL INCHARGES

Hostel is the hub of academic, social and cultural activities. The residents of the Hostel elect members from among themselves to manage the affairs of the student community. The hostel incharges are selected on the basis of their marks, behavior and personality. A particular Committee will consist of students from each class and from each floor of the hostel. The Hostel Incharges are as follows.

HOSTEL ADMISSION:

The admission is strictly on the bases of merit in the hostels subject to the prescribed reservation weight age .The Tribal Hostel is reserved only for tribal students of Himachal Pradesh whereas Sainik Hostel gives admission to all the students who apply in army quota . Every year vacant seats are allotted to the students of 1st year. The vacant seats in the tribal hostel are added up with the Sainik Hostel and allotted to the students belonging to other categories.

ELIGIBILITY CONDITIONS:

(i) Only those students will be considered for admission to the hostel who has deposited their college fee, funds and has the distance between their permanent residence and R.K.M.V. Shimla with more than 50 Kilometer. A certificate to this effect is compulsory.

(ii) RULES OF ADMISSION FOR ACHIEVERS IN SPORTS AND CULTURAL ACTIVITIES.

As per rules of H.P. Govt. seats are reserved for SC, Backward classes, IRDP, Physically Handicapped candidates, wards of Army Personnel, Ex-Servicemen, outstanding Sports Persons, students who have excelled in cultural activities . Only those students who seek admission to the College before the expiry of the admission date (without late fee) are eligible to take admission in the Hostel.

Admission against quota meant for outstanding sportswomen and outstanding students in cultural activities shall be made only once in the beginning of the session. These students must also qualify the minimum eligibility conditions for admission in that course as provided under the rules. Original certificates will be verified at the time of admission. Only those students will be considered for the sports quota, who have participated in the District/State/National level tournaments. (In case of a tie, trials may be held.)•Only those students who have secured 1st, 2ndor 3rdposition in District/State/National level sports achievements or cultural events will be considered for the quota meant for outstanding students in cultural activities. It will be mandatory for these students admitted against sports and cultural quota to participate in sports/cultural events.



PROCEDURE FOR HOSTEL ADMISSION:


  • All the students seeking admission in the hostel are required to deposit Hostel Admission Form in the college office on or before the last date of admission. (Without late fee)
  • Forms submitted in the office are scrutinized by the hostel committee and merit-wise list of the students is prepared and displayed on the notice board.
  • At the beginning of the session all the vacant seats in the hostel, are allotted to the students on the basis of merit in their respective category
  • In case, any seat falls vacant, it is allotted to the next student in the merit list.
  • The students who seek admission to hostel are required to compulsorily participate in college activities like sports, cultural activities, N.S.S. / N.C.C. etc.
  • If any seat falls vacant during the session, it is filled strictly in accordance with the merit list prepared at the beginning of the session.

DOCUMENTS/ CERTIFICATES REQUIRED FOR ADMISSION:

The following certificates are required for admission in hostels issued by the respective competent authority:

  • A medical fitness certificate issued by a medical officer from a Govt. Hospital is mandatory.
  • SC/ST certificate issued by first class magistrate.
  • Handicapped certificate issued by C.M.O.
  • District/State/National Level participation in sports certificate issued by the respective authority.
  • War widows and daughters of military personnel martyred in action should bring free education entitlement cards from the Ministry of Defense, and daughters of other Military Personnel ex-servicemen should bring free education entitlement cards from a competent Military Authority.
  • An undertaking is to be given by the Parent that his/her ward does not suffer from any physical or mental illness, and if, she develops any physical or mental illness or abnormality of behavior during her stay in the college hostel which may cause hindrance in the daily routine of co-boarders, the college authorities reserve the right to cancel the allotment of room in the hostel to her.
  • An undertaking is to be given by the Parent that his/her ward will not indulge in any act that comes in the category of ragging.
  • Residence proof, signed by competent authority, specifying distance from R.K.M.V. Shimla.
  • Information regarding local guardians needs to be provided on a separate form along with passport size photograph of the guardian, his/her specimen signature duly verified by the parent.

Note: The hostel funds and fee may be increased on the recommendations of the Govt./Hostel Committee. Usage charges, accruing in access of the already paid, will be charged proportionately from the students.

As a rule, a resident student is expected to be in the hostel on the eve of the opening of the college and attend the Orientation Programmers arranged for newly admitted students. The student must have two local guardians and two references residing in Shimla. Failing which the hostel seat will not be allotted.

A list of names of visitors permitted by the parents must be submitted to the hostel at the time of admission. Visitors shall be received only during the stipulated timings.

Re-Admission :

Re-admission to the hostel is made afresh each year. It is not automatic and has to be recommended by the warden. For re-admission, an application form has to be filled in along with a fresh medical Certificate.

The following students will NOT be readmitted.

  • Those who have failed to secure 75% attendance.
  • Those who have violated the hostel rules or have committed acts of misconduct.
  • Those who have not paid the hostel fee.

RULES FOR THE BOARDERS:

The college attempts to take responsibility for its hostel students. Doing this for about 90 students, necessitates certain ground rules. Following these rules make for harmonious living. Imposing rules is not to place restrictions, but to ensure the safety of our students. The students and their guardians are expected to abide by all the rules, regulations and procedures given in the Prospectus, which may be revised from time to time by the Hostel and College authorities.

Cooperation is expected from students and parents in making it a good community and a happy place for all the students.

  • Boarders are expected to arrive a day before the session begins with their quilt, bed linen, a lock, a tumbler, two plates, a spoon and a mug.
  • Furniture and bedding will be issued to a boarder at the time of allotment of a room to her. Before leaving the Hostel she must obtain a certificate from the warden that the furniture and bedding has been returned in good condition.
  • Boarders are not permitted to keep record players, firearms or any electronic gadget in their rooms. Defaulters will be imposed a fine of Rs. 100/-and the object will be confiscated.
  • The authorities will not take any responsibility for loss of valuables, jewellery or cash of the boarders.
  • All boarders will report for the routine Roll -Call everyday at 5.00 p.m. and any student found absent without the prior permission of the warden will have to pay a fine of Rs. 50/-per day. Disciplinary action will be taken against the defaulter.
  • Food at reasonable rates is served only in the dining room of the college hostel. Mess dues should be paid by the 10th of every month or as notified, failing which a fine of Rs. 5/-per day will be charged, except during vacations. Boarders are not permitted to do cooking in their Rooms.
  • The resident student will have to apply separately for leave both from the college and the hostel.
  • No student will be allowed to go out of town/home during working days without prior sanction of leave by the Principal for which letter should be sent by the parents directly to the Principal at least two days in advance.
  • Clothes will be washed at reasonable rates by the washer man . Dues should be paid by the 10th of every month, failing which a fine of Rs. 5/-per day will be charged, except during vacations.
  • Hostelers emphasize upon not wasting resources even if we individuals can afford to spend it. Hostel students shall switch off the lights while they are away. Any room found with lights but no one present in the room will lead to disciplinary action. If the geysers and water aqua guards are found open when not in use, the entire floor will be fined.
  • Further, a boarder will be allowed to avail only 10 days leave with the prior permission of the Principal.
  • No visitor will be allowed during the college working hours without a letter of authority from the parents of the students except in case of an emergency, if any.
  • Defiance of the hostel rules or misbehavior will render a resident student liable to disciplinary action / expulsion from the hostel.
  • The Principal is the final deciding authority for allotment of a seat in the hostel.

Cooperation is expected from students and parents in making it a good community and a happy place for all the students.

  • The resident students will be allowed an outing once a week from 2 p.m. to 5 p.m.
  • To visit a local guardian or friends, a resident student must ask for a special authority letter from the parents, which should be sent directly to the Principal clearly specifying the days and date of the functions and the number of days of leave.
  • No day scholars or guests will be allowed to stay in the hostel, except the mother of the student in case of her ward's serious illness, with prior permission of the Principal.
  • The Principal and members of the hostel committee reserve the right of censoring all correspondence of the resident students.
  • With the permission of the warden, the local guardian may meet her/his ward between 10 a.m. to 5 p.m. every Sunday in the visitor's room or in the sick room in case of illness, after producing the local guardian identification card and signing the visitor's register.
  • Parents should inform the Principal about the travelling arrangements proposed for their wards for their holidays. They should check the departure/arrival of their wards at each visit to ensure their security. No student will be allowed to stay in the hostel during the college vacations.
  • After vacations or holidays the resident students must reach the hostel on the given date. In case of unavoidable delay, the parents should write directly to the warden, intimating the new date of their ward's arrival failing which a fine of Rs. 5/-per day shall be charged.
  • Dues (mess and washing) are chargeable from the date given by the warden for the rejoining of the hostel after the winter vacations.
  • Parents/guardians of hostellers are required to open an account in favour of their ward with the branch of the Indian Overseas Bank situated in the college premises.
  • Parents/guardians of boarders should meet the Principal/hostel warden once in every two months.
  • Boarders failing in the final examination will not be admitted again.
  • It will be mandatory for the parent/parents to attend a meeting with the college authorities as per the directions issued by the college administration.
  • Meal Timings
    Breakfast 7.30 a.m. to 8.45 a.m.
    Lunch 12.00 noon to 1.30 p.m.
    Tea 4.00 p.m. to 5.30 p.m.
    Dinner 7.30 p.m. to 8.45 p.m.
    The above timings may vary depending on celebrations in the hostel.
  • Students themselves through elected food representatives take up the responsibility to see that quality products are purchased and served in the mess.
  • Food from the mess is not allowed to be taken to the rooms. This is to keep the hostel rooms, rodent and insect free. Meals must be taken in the Dining Room only and at the specified timings. Food can be kept for the hostel students upto 9.15 p.m. with prior information, in special situations.
  • Proper dress code should be maintained in the dining room. Action will be taken if it is not adhered to.
  • Courtesy to all the staff in the hostel is expected from every hostel student and her visitors. All students are expected to speak with respect with each and every hostel staff.
  • Parents/Guardians/Students are not allowed to argue with the college gatekeeper. In case of any problem, the warden may be contacted.
  • The student must inform the authorities if her parents move to Shimla, or if her local guardian moves out of Shimla
  • 21) Failure to reside in the hostel for more than one month, excluding medical reasons, will result in cancellation of the hostel seat. Leaving the hostel without permission will also lead to the student's hostel seat being taken away. If any student extends leave from the hostel without immediate information to the warden (for whatever reason), the student's name will be deleted from the hostel.
  • Students are not allowed to stay in hostels during vacations. Once examinations are over, students are expected to leave the hostel the following day.
  • For the sake of security no visitor, (including parents, day scholars and anyone else) are permitted to come inside the hostel rooms. If any unauthorized person is found/reported to have come in the room, the hostel student's admission will be cancelled immediately.

DISCIPLINE & CONDUCT:

The Principal and the members of the teaching staff have the power to take disciplinary action against students indulging in indiscipline, which may lead to fine, suspension or expulsion. Following acts come within the ambit of indiscipline and misconduct.

The following students will NOT be readmitted.

  • Ragging in or around the college campus.
  • Damage to college property that includes defacement of walls and damage to furniture.
  • Loitering around on the campus, corridors during vacant periods, causing disturbance in teaching.
  • Putting up notice on the College Notice Board.
  • No student will be allowed to leave the college campus before 2 p.m. except with the prior permission of the Principal.
  • Flowers in the garden are meant to embellish the campus landscape. Plucking flowers for room decoration or for any other use, is strictly forbidden.

Attendance and Leave :


  • Attendance rules are followed strictly in the college. Since hostel admission is a privilege, it is mandatory for students to maintain the minimum required attendance in the college. No appeals are entertained in this regard.
  • All hostel students must attend their classes in the college unless indisposed. Leave of absence from classes must be endorsed by the warden. During the day no students will be allowed to stay in the room if her classes are on schedule.
  • Students short of attendance in the college will lose their hostel seat.
  • Any hostel student leaving the campus for night out must have prior permission from the warden and the signature of the warden.
  • No late night is allowed beyond 7.00 pm. This is very important, for reasons of safety .
    Night out - is allowed on weekends and holidays only with prior permission from the warden and requisition filled by the student in the leave book.
  • The student residents are required to fill in the details and sign the register every time they leave the hostel premises (except for attending classes) and sign again in the same register when they return. This is important for the safety of the student.
  • The Warden reserves the right to refuse leave any time of the day without assigning any reason to the student.
  • Strict action will be taken against the students leaving earlier or coming late after vacations.
  • The hostel authorities are not responsible for incidents occurring outside hostel premises.

EVENTS


Various festivals and functions are organized in the hostel campus. Starting from the cold month in January to the year-end December. Beginning with the New year function on 1st January with bonfire, Himachali beats and dhol, moving to Holi , Diwali , Eid to the year-ending Christmas , it makes a way to happiness and joy in the life of students with lots of beautiful memories which are cherished through years. Hostels also embrace events like a welcome party for Freshers , Farewell party for final year students, monthly birthdays of students with a cake cutting ceremony, freshers’ talent contest, DJ night and lots of other events . Special arrangements are made for each celebration along with special food as per the occasion.

Various festivals and functions were organized in the hostel campus during 2015---2020

  • One of the most awaited events of the session was the farewell –a function for the outgoing students of the hostel. Tribal hostel organized a farewell party for the boarders on 29th April 2015
  • On 8th August 2015 ,the Umang Foundation free camp for testing the eyes of the students of the college in the Tribal Hostel. Dr. Ravinder Shashi was the expert for the tests .Its Trustee Mrs Vimla Thakur was present on the occasion.
  • On 28th August 2015, the Freshers Day was organized by the Tribal Hostel.The cultural programme was called “JANNET KI SAIR”.A number of cultural programmes were presented before the principal Smt. Meera Walia and other staff members.These item showcased their talents in all its charm and potentiality
  • On 5th sep 2015, students of Tribal hostel performed a colorful and scintillating “BILASPURI” dance in a function at the Governor House in celebration of Teachers Day.
  • On 11 April 2017 the students of Tribal Hostel bid farewell to their seniors of the sixth semester. The theme of this farewell was “KHWABON KE PARINDEY”.
  • On 28th April 2018 the students bid farewell to their students of 6th semester .The theme of this function was”YAKEEN KA SAFAR”
  • On 18th August 2018 the boarders organized Fresher’s day. The theme of the programme was “AGAZ”. Various cultural and colorful items were presented before Principal Dr Navendu Sharma and other staff members.
  • Workshop on soft skill for Tribal students on 8th oct 2018 was organized at the Department of Law in HPU. 42 boarders had participated in this workshop.
  • Ministry of women and child development in collaboration with community Food and Nutrition Extension unit Shimla organized five days Demonstration cum Training in Fruit and vegetable processing for Sc and ST students at Indira Gandhi Tribal Hostel.40 Students have participated in it .They all got certificate and stipend of Rs 200. This training was conducted from 8.8.2018 to 13.8.2018.
  • The Career counseling Session was organized on 16th march 2019. The speakers were Shri Sharb Negi, Retired IAS; Prof Aparna Negi,HPU and Prof Manmohan Singh.
  • National Health mission under Department of health and family welfare ,Government of Himachal Pradesh have planned RKSK(Rastriya Kisore Swasthya Karyakram) And RBSK(Rashtriya bal swasthya karyakram ) for Adolescent health and care.Through this programme Boarders are getting Iron and folic acid Tablets (weekly).RKSK is also providing Sanitary napkins to all the students of Tribal Hostel. This programme is very much useful for girls' health and overall development. From July 2019 Boarders are getting benefit from this programme.
  • The AYUDH Youth group of Amrita Vishwa Vidhyapeeth organized a one day Training programme on 24 th July 2019.The students learned Yoga and meditation , various types of group leadership activities have been organized in Hostel.
  • Ministry of women and child development in collaboration with community Food and Nutrition Extension unit Shimla made the Hostlers aware of Importance of Breast Feeding.MR Sanjay Kumar gave lecture on “Benefits of Breastfeeding” on 7th August 2019.
  • The “YES PLUS” ( Youth empowerment and skill programme) organized by Art of living a nongovernmental Organization at Tribal Hostel , RKMV.Students learned Yoga, meditation and sudarshan kriya (A powerful Breathing Technique to eliminate stress)They also participated in various activities including Group discussion, public speaking and interpersonal communication, which help to boost confidence and polish soft skill. This workshop was organized from 1st sep to 8th September 2019.
  • Five days coaching classes for Patwari Exam were organized for Boarders in the month of Sep 2019.
  • On 6th Aug 2019 the students organized a Welcome party for new students. The theme of the programme was “AVIRBHAV”.
  • On 1st March 2019 Farewell party was organized for 6th semester students of Tribal Hostel, RKMV,Shimla.


OTHER FACILITIES


Medical Facilities & Hygiene:


There is a sick room in the hostel, which is equipped with a first Aid box and few general medication equipment. Immediate assistance will be given to the student suffering from either a minor or serious illness. Whenever a sick student is given first aid, then the doctor is consulted if required .The Zonal hospital is at 5 minutes drive from the hostel in case aid from the doctor is needed. The hostel medical incharge assists in providing First Aid to the sick student. Special attention is given to the sick boarder in the hostel.However, the local guardian will be informed at the address notified by the parents and the parents/ local guardians are to supervise the consultation and admission to the hospital if required

  • Every student must report both major and minor illnesses to the authorities.
  • Self medication is not advisable.
  • Every student is expected to keep her room neat and clean.
  • In order to maintain cleanliness & proper hygiene there are cleaning staff throughout the day.

  • ROOMS : Each student is provided with a wardrobe, a desk, a chair and bed. There are full length mirrors inside the rooms. Water purifiers are fitted for provision of safe drinking water. Solar geysers provide hot running water in the bathrooms.
  • COMMON ROOM : There is a specious Common room equipped with a music system, TV with HD dish, Wi-Fi, VCD for the resident students .
  • INDOOR GAMES/ Art and Craft studio :Many indoor games are also available like Carrom board, chess,ludo etc Sewing machine and iron is also available in the hostel for resident students.They can use it for sewing purposes.
  • WASHERMAN FACILITY :Laundry facilities are available on payment. Washerman visits the hostel once in a week. Due to shortage of water ,Boarders are not allowed to wash their clothes in the hostel.
  • MEDITATION ROOM :In the meditation room Students practice meditation where Boarders uses a technique such as mindfulness,or focusing the mind on a particular object,thought,or activity to train attention and achieve calmness.
  • STUDY ROOM :The study room in the hostel is used for paper work,computer work or reading. Computers and the printer facility is available in the study room.
  • SOLAR WATER HEATERS :In bathrooms solar water heating systems are present.
  • SANITARY PAD VENDING MACHINE AND INCINERATOR :In hostel sanitary napkins vending machine is there in bathrooms.
  • AQUA GUARD :For proper purification of water ,at each hostel floor has AquaGuard.


BEST PRACTICES OF THE HOSTELS


  • Hostels provide a very friendly and adaptable environment for physically handicapped students as well. There are almost ten differently-abled students currently residing in the hostels.
  • The Indira Gandhi Tribal Hostel has also accommodated blind students. There are various facilities for their studies like facilities of Braille books , Ramps for easy movements etc.
  • The best practices of the hostels are that the Boarders of the hostel do the cleaning and sanitization of the hostel themselves.
  • Every Sunday there is a session of Art of Living. Boarders practice Yoga and meditation.
  • The Garden of the Hostel is maintained by boards themselves.
  • In Hostel, Boarders can use Mobile phone only for two hours i.e from 8.30 pm to 10.30 pm.
  • A small library is maintained by the student .Boarders donate their old books to the hostel library.
  • Compost pit has also been maintained by the students for proper kitchen waste management.
